"Obey."

Valeska is the supreme ruler of the Realm. They are a Higher Fear, the materialization of the fear of losing freedom, the fear of absolute dominance and control in every aspect of one's life by an unauthorized party. 

Their birth stained the history of the Realm in crimson, as they destroyed and eliminated every  obstacle in their way to power. Their regime was established by violence and coercion, and it is sustained nowadays by those same two methods. Though Death tried her best to dissuade their destructive and pernicious ideals, it wasn't enough. In the beginning of Valeska's reign, Death lead an enormous batallion of lesser fears and phobias in order to take the Ruler down. This revolution, however, failed miserably as Valeska was incredibly more powerful than they seemed- this along with their allyship with Chaos itself was enough to secure victory on their part. 

Valeska marked Death as a traitor to the Realm and incarcerated her, securing their seat at the top of the Realm's hierarchy. 

Their regime is based on the view of the Realm as a functioning machine; each member of the Realm is a piece of the framework that must contribute to its correct functioning. Every piece that is deemed as "defectuous" or "troublesome" must be disposed of by any means necessary. Because of this, opposition to the regime is not common and almost nonexistent-officially, at least. In Valeska's worldview, every creature is born inherently different and therefore is deserving of different rights- or lack thereof. Slavery is justified in order to "keep the Realm functioning", and the social division between Higher and Lesser Fears is justified by "nature". Everything has a reason in the Realm because it has to. The reality that Valeska and their allies work towards is one of "perfection" according to their standards. Anything that is not pure in its obedience, devout in its reverence, or complacent in its situation is regarded as abnormal, abhorrent. 

It is necessary to note, however, that the Supreme Ruler does not have others' suffering as their ultimate goal; rather, they actually believe that their regime is the only way towards a perfect society, towards perfect equilibrium. Therein lies the actual danger of this rhetoric. The system disguises itself as "a good thing, actually", and as the only  viable option for the society in which it was established to work. 

Thus, it seems that the end of this era is nowhere near close.
